07- Local polls in
Province No 2 only after constitution amendment: DPM Mahara

(Dang), July 15: Deputy Prime Minister and Minister for Foreign Affairs Krishna
Bahadur Mahara, has said that the local polls in Province No 2 would be held
only after the constitution amendment.
In
a press meet organized by the Press Centre, Dang chapter today, DPM Mahara said
that the main opposition CPN (UML) also should cooperate for the constitution
amendment process.
He
further said that the government rescheduled the polls date in province No 2 to
ensure participation of all political parties.

Mahara has arrived here to lay a foundation stone for the construction of Rapti

08- Constitution implementation in NC's leadership:
Singh
Pokhara,
July 15: Nepali Congress leader Prakash Man Singh has urged the leaders to lead
the party ahead by maintaining internal unity.
Speaking
in the mourning assembly today organized to pay condolence over the demise of
party leader Ramhari Joshi, leader Singh stressed on party unity to make the
party largest in provincial and federal elections.
In
another context, he said that implementing the constitution was the
responsibility of Nepali Congress as it was promulgated in the leadership of NC
itself.
Leader
Singh also urged all leaders and cadres to follow the honesty and lifestyle of
late leader Joshi.
Leaders

09- Saving
the dignity of medical sector amidst a mountain of anomalies

Kathmandu: A few incidents that
happened in the medical sector in the last few months speak volumes about the
anomalies dogging the country's medical sector.

The latest incident happened at the
Manmohan Hospital in the capital. The incident is allegedly related to the
doctors at the hospital removing the kidney of a patient who was operated for
removal of kidney stones.
What happened was that on a fine
normal day a patient from Nuwakot was admitted to the hospital to undergo an
operation for the removal of the kidney stones. OK, the doctors operated on the
patient and removed the stone. The patient is discharged from the hospital
after remaining there for a few days. The hospital and the patient are all
happy for the successful operation.
But on another fine day, some days
after his discharge from the hospital, the patient holds a news conference and
alleges the doctors of taking out his kidney without his or his family's
consent. The media splashes the story and it turns out into a big medical
scandal. As per the hospital's side of the story, the doctors had to extract
the kidney as there was heavy bleeding from the organ which could be
life-threatening. And this they did with the full consent of the patient's
close relative. The patient and his family would not buy into this argument and
started a hunger strike demanding hefty amount in compensation from the
hospital, including free education to the patient's children, job to the
patient and his wife at the hospital and life insurance coverage to the
patient.
As of now, the government has formed
an investigation committee to look into the incident and bring out the truth.
This is but one incident in a series
of incidents that took place in many hospitals in the capital and outside,
which allegedly happened due to the supposed negligence of the doctors or the
hospital management.
Some two months back, the death of a
38-year-old woman at Nagarik Hospital at Gaththaghar, Bhaktapur sparked a
rioting by the victim's relatives. They vandalized the hospital and also
manhandled one of the hospital staff, blaming the hospital's negligence for the
woman's death. According to the deceased woman's husband, she complained of
abdomen pain during morning walk and was brought to the hospital immediately.
But she died some hours later. Such incidents have happened before at Norvic,
Neuro and Everest hospitals in the capital.
There are many such incidents of
physicians or medical staff getting beaten up by the patient's side blaming
them for the death of a near and dear one or negligence in providing timely and
proper treatment or not referring the patient to other advanced hospitals. Such
incidents of vandalism at hospitals are a matter of serious concern for the
medial fraternity, the people and the government. Such incidents of vandalism
and anarchy at hospitals have instilled a fear psychosis among the docs and
medical staff. The complaints of doctors and medical staff having to work under
an insecure environment have indeed increased of late.

Time for operation of medical sector
The time has come for all the
stakeholders - the state, citizen and medical fraternity - to seriously ponder
as to why such incidents are taking place in the first place. People go to
hospital as the last resort seeking treatment and getting a lease of life at
moments between life and death. Where will the people go if the place where
they have placed their highest trust turns out to be the opposite? This has
emerged as a burning question these days. When the patients treat the doctors
as 'god' and their saviours, it is incumbent upon the doctors and the medical
community to keep alive this trust and the dignity of their profession.
It may be recalled here that Dr.
Govinda KC, senior orthopaedic surgeon at the TU Teaching Hospital, has
launched a crusade of sorts to free the country's medical sector, especially
the medical education sector, from all the infections of anomalies that it
suffers today. He has launched fast-unto-death scores of times, calling for
reforms in the entire medical sector. The government, bowing to public
pressure, has also signed agreement with this tenacious doctor promising to
fulfil his demands, only to be forgotten once he lifts his fast-unto death.
Such is the government's apathy on matters of urgent public concerns in our country.
The past several incidents vindicate to that fact that many of the issues
raised by Dr. KC are genuine. The uncontrolled manner in which universities
give affiliations to medical colleges to run hospitals and the high cost of
medical education may be some of the reasons behind hospitals, medical
institutions and doctors dying for making a quick buck. The authorities
concerned should be serious about this tendency that has caught up the medical
sector as a contagion.
Another factor behind an increase in
such incidents might be the foul play of some unscrupulous rackets, instigating
and forcing the victim's side to resort to vandalism as a way to make the
hospitals cough up hefty amount as compensation. These unscrupulous racketeers,
no doubt, would ask for their share with the victim's side. This raises a
question whether big rackets are behind such incidents of vandalism. Such
incidents also give bad name to the different organisations set up in the name
of protecting the consumers' interests.
The role of the Medical Council
becomes paramount at such moments. May be the council could set up a permanent
and professional investigation mechanism, which would help in investigating
such incidents, and fix penalty in case hospitals are found negligent and the
doctors guilty of dereliction of their duty. It is also the government's
responsibility to ensure the security of health facilities and the health
personnel. But there is a complete lack of coordination and sensitivity on the
part of the government to this. Therefore, it is high time the government and
the stakeholders make an honest appraisal of the institutional and individual
shortcomings and lapses, and take institutional and individual initiatives for
a forward-looking reform in the sector. The situation of the entire health
sector of the country being stigmatized for a few incidents of omission and
commission by some hospitals should be ended for the health of the health

10- Bal Krishna Ugratara Memorial Journalism Award to
Parajuli
Pokhara,
July 15: Journalist Gangadhar Parajuli is to be honoured with the Bal Krishna
Ugratara Memorial Journalism Award in recognition of his contributions to the
media sector.
The
decision to this effect was taken by a five-member selection committee
coordinated by senior journalist Narayan Karki.
The
award carries a purse of Rs 20,111 and a commemoration letter, according to the
committee.
Parajuli,
who forayed into journalism since 1992, is currently working as the Executive
Chairperson and Chief Editor of the Golden News Daily published by Sunaulo
Publications in Pokhara.
He
also served as a board of director in the National News Agency (RSS) and was
former central Vice-Chairperson of the Federation of Nepali Journalists (FNJ).
The
award is established in memory of journalist Bal Krishna Ugratara by his

11- Gurung elected Chair of NAFEA
Kathmandu,
July 15: Rohan Gurung has been elected as the Chairperson of Nepal Association
of Foreign Employment Agencies (NAFEA) in the election held Friday on its 25th
annual general meeting.
Gurung
secured 434 votes against 341 of his closest contender Bimal Dhakal.
Gurung
had filed his candidacy with the backing of foreign employment agents' close to
CPN (UML) CPN (Maoist Centre).
Similarly,
elected in the post of first Vice-Chairperson was Ram Prasad Bhantana while
Bhuwan Singh Gurung and Sukra Pakhrin were elected second Vice-Chair and third
Vice-Chair respectively.
Likewise,
Naresh Gelal was elected the Secretary-General while Kishor Bahadur GC as the
Secretary.
Among
others elected are Rahika Katuwal as the Treasurer and Baban Kumar Singh, Sanju
Gurung, Parameshower Adhikari, Tej Maya Limbu, Suresh Gautam, Sabina Shrestha,
Kunsa Dorje Limbu, Pritam Bahadur Magar, Prem Bahadur Biswakarma and Suraj KC

12- Landslips damage rural roads in Ilam
Ilam,
July 15: The vehicular movement in the rural roads in Ilam district was
disrupted following the landslips caused due to heavy downpour in the recent
days.
Normal
life in the rural areas is affected after the vehicular disruption while the
transport entrepreneurs were at the receiving end.
Namsaling-Ilam,
Namsaling-Phikkal, Nayabazaar-Ilam, Nayabazaar-Phikkal, Mabu-Maimajhuwa, and
many other road sections were disturbed after the landslips.
Transport
entrepreneur Pemba Shrepa said that supplies of goods to the rural areas has
become a difficult job after the vehicular obstruction. RSS

injured in road accident
Malekhu (Dhading), July 15: As many as
31 passengers including drivers of two vehicles were injured in a road accident
at Khatauti of Benighat in Rorang Rural Municipality along the Prithvi Highway
today, police said.
The accident took place after a passenger bus
(Na 5 Kha 502) heading to Kathmandu from Mahottari collided with a truck (Na 6
Kha 124) coming from the opposite direction, police added.
Critically injured three passengers were
rushed to Kathmandu for treatment while other injured are receiving treatment
at Gajuri based community health care centre. RSS

14- Education
Ministry deploys officials in local level
Kathmandu, June 15: The Ministry of
Education has started to deploy its officials in the local levels including the
Kathmandu Metropolitan City.
The Ministry has forwarded the step
to deploy the officials though the latter are demanding clarity on working
stations and term of reference.
Ministry's spokesperson Dr Hari
Lamsal said that the officials of education group would be sent to the local
levels including the metropolitan cities, sub-metropolitan city, municipality
and rural municipalities were the polls were held.
However, uncertainty looms large
over the officials' deployment in the local level at a time when the existing
District Education Offices were carrying out their functions like in the past.

The Constitution of Nepal has given
the responsibility to the local levels to operate the schools up to the
secondary level.
Currently, as high as 2,701
officials including 23 first class officers of education are working under the
Ministry of Education.
The Ministry of Education, Ministry
of Federal Affairs and Local Development and Ministry of General Administration
have continued their efforts to sort out the confusions if the to be deployed
officials of the Education Administration were senior than the existing Chief
Executive Officers working in the local level.
Under Secretary Prahlad Aryal, who
is deployed in the Kathmandu Metropolitan City, said that clarity on measures
for coordination is not yet confirmed adding that the District Education
Officer of Kathmandu was junior than Aryal. RSS

15- Milk
production worth Rs 70 million recorded in Arghakhanchi annually
Sandhikharka,
July 15: Arghakhanchi district has emerged
to become another self-reliant district for milk production, recording sales of
milk worth Rs 70 million on average annually.
There
are more than 100 milk producers groups in the district where mostly youth are
involved into the commercial husbandry of cows and buffaloes, according to the
District Livestock Service Office (DLSO), Arghakhanchi.
Of
the total production, a majority of the production is consumed in the district
itself while some amount is sent to the neighboring districts as Palpa and
Gulmi, shared Bishnu Poudel, veterinary doctor at the DLSO office.
According
to him, around 4,000 liters of milk is collected in various milk collection
centres such as Kim Danda, Pokharathok, Merang Artaghos among others across the
districts on a daily basis.
The DLSO has been providing subsidy and
technical assistance to those involved in commercial animal husbandry so as to
help boost the farmers' production relating to diary.
The
government had declared Kavre to be the first district to achieve the status of
self-sufficiency in milk production in 2016. The government aims to make
country self-reliant in milk production in the next two years. RSS

16- Sewing machines distributed to five
differently-abled Dalits
Urlabari
(Morang), July 15: Five Dalit youth with physical disability were provided with
similar number of sewing machines amid a programme held at Urlabari-4 in Morang
district today.

programme organized at Rameshwor Shivalaya Temple to felicitate the newly
elected people's representatives saw the distribution of sewing machines to
Prem Kumari Bardewa, Bishweshowri Bishwakarma, Harkamaya Bishwakarma and
Mayashankar and Dil Bahadur Darji.
The
sewing machines were provided to them with a financial assistance of Urlabari
Municipality.
Mayor
of Urlabari Municipality Khagda Phango, Deputy Mayor Laxmi Bhandari and
Executive Officer Ambika Prasad Chaulagain handed over the machines to the
