17-       Nepal and Djibouti establish diplomatic ties

New York (USA), July 15: Nepal and Djibouti have established formal bilateral diplomatic relations.

Durga Prasad Bhattarai, Ambassador and Permanent Representative of Nepal to the United Nations and Mohamed Siad Doualeh, the Republic of Djibouti's Permanent Representative to the United Nations and Ambassador to the United States signed an instrument to this effect at a brief ceremony at the Permanent Mission of Nepal in New York on Saturday afternoon.

Following this, the two ambassadors also jointly informed Antonio Guterres, Secretary-General of the United Nations, about the establishment of Nepal-Djibouti bilateral relations today.

With this, the number of countries with which Nepal has established diplomatic relations has now reached 147.

            On the occasion, they also exchanged views on further expanding the areas of cooperation at bilateral and multilateral forums, and committed to working together in pursuit of peace, development and common prosperity ahead.

Both Nepal and Djibouti are members of the Non-Aligned Movement and the Group of 77 and they have worked together in the UN platform for common interest of Least Developed Countries. Djibouti joined the United Nations on 20 September 1977.

Djibouti, which is situated in the Horn of Africa and serves as a transit route for east African Countries, joined the United Nations on 20 September 1977. RSS

18-       National meet of National Federation of UNESCO Clubs begins

Kathmandu, July 15: The national convention of National Federation of UNESCO Clubs, Centres and Associations of Nepal kicked off from Saturday.

Tribhuvan University Vice Chancellor Dr Tirtha Raj Khaniya inaugurated the event amidst a programme here today.

On the occasion he said the UNESCO campaign had a significant role to play in Nepal's education and culture. He said he was happy to see the active involvement of youth generation in the UNESCO. The UNESCO had supported poor and hapless students, he added.

Nepal National Commission for UNESCO's secretariat secretary Chandra Kant Bhusal said they were always ready to work in the areas of education and culture in cooperation with the Federation.

Federation founding general secretary Hiranyalal Shrestha said the UNESCO had its significant role in protecting cultural heritages in Nepal.

A total of 155 representatives from 75 districts are taking part in the event. 

The convention will elect a 25-member new working committee, according to Federation chair Prem Narayan Aryal. RSS

19-       Decision to waive 10 percent fee in approving blueprint to build house

Kathmandu, July 15: A town assembly of Budhanilkantha Municipality on Saturday decided to waive 10 percent of the fees in approving the blueprint to construct house registered in the name of a woman.

The meeting also passed the Municipality's policies and programmes, said mayor of the Municipality Uddhav Kharel.

The assembly however failed to endorse the Municipality's budget for lack of time, he added. The Municipality has allocated capital expenditure of approximately Rs 520 million 986 thousand and recurrent expenditure of Rs 170 million. RSS

20-       Government committed to upgrading Rapti Sub Regional Hospital: DPM

Dang, July 15:  The Rapti Sub Regional Hospital based in Ghorahi, Dang is expanding its infrastructure.  Deputy Prime Minister Krishna Bahadur Mahara laid the foundation stone for a new building of the hospital amidst a programme here Saturday.

The construction of a new building that will have the capacity of 50 beds is expected to complete within the next two years. The construction is estimated to cost around Rs 162.3 million.  

On the occasion, the Deputy Prime Minister said the government was committed to developing the hospital into a model health facility. Process is underway to upgrade the hospital and make it a health science academy, according to him.

Also speaking on the occasion, Health Secretary Dr Kiran Regmi pledged sufficient budget allocation and human resources management for the hospital.

21-       Japan to provide equipment worth about Rs 700 million to TUTH

            Kathmandu, July 15: The Government of Japan is to provide medical equipment worth around Rs 700 million in assistance to the Tribhuvan University Teaching Hospital (TUTH) at local Maharajgunj.

            Hospital Director Dr. Deepak Mahara said the equipment would arrive in December. Mahara added that Japan was providing the assistance as per the proposal of the hospital that it would be convenient for the hospital if the assistance was provided in kind rather than cash.

            After the April 25, 2015 earthquake, Japan had promised to provide money to TUTH for purchasing the equipment.

            The equipments which Japan is providing include MRI machine, mammograph machine, ultrasound and equipments used in the operation theatre. RSS

22-       Call to make arrangements for voters' registration from ward level

Kathmandu, July 15: A group of Nepali Congress lawmakers Saturday called on Prime Minister Sher Bahadur Deuba, requesting the government to extend the deadline for the name registration in the voting list by 15 days.  

The team headed by former Minister and lawmaker Bal Krishna Khand reached the Prime Minister's official residence, Baluwatar, to put forth their demands which also include the provision for the registration of names in the voters' list at the ward-level itself.

Talking to RSS after the meeting, lawmaker Ramhari Khatiwada said the Election Commission had issued a notice calling for the registration of name in the voters' list from the respective district headquarters by July 30. During the meeting, it was urged to extend the deadline until August 16.

The group also demanded the government to make arrangements so that those eligible voters missed to register their names due to various reasons get their names registered, to validate those voters who were in the list of the 2070 BS voting lists, make correction in the details of those voters whose address was changed due to the restructuring of local levels and collect the names of those Nepalis abroad through an e-system.    

In response, the Prime Minister pledged to make initiations to address the demands in coordination with the Election Commission. RSS

23-       Three structures built illegally on Bagmati river banks demolished

Kathmandu, July 15: Three houses built illegally on the banks of Bagmati river were pulled down during a Bagmati Clean-up Mega Campaign on Saturday.

The campaigners led by Jyoti Kumar Shrestha, Chief of the High Powered Committee for the Integrated Development of the Bagmati Civilisation, with the help of the District Administration Office and Kathmandu Metropolitan City destroyed the structures that belong to Dil Maya BK, Chandra Dhoj Lama and Chakra Lama, who constructed them illegally at Tripureshwor Nayapul, said the Campaign's Spokesperson Umesh Bohara.

Meanwhile, 16 metric tonnes of garbage were extracted from the river as part of the campaign that entered the 218th week on Saturday. The campaign took place at Tripureshwor area.

The campaign was participated by people from different walks of life including Secretary of the Ministry of Women, Children and Social Welfare Khagaraj Baral, actress and ambassador to the Clean-up Campaign Manisha Koirala, a 'Prem Geet-2' movie team, comedian Manoj Gajurel, singer Komal Oli and Vice President of National Youth Council Madhav Prasad Dhungel among others. 24-       RJP presidium coordinator puts conditions to take part in local poll

Parsa, July 15: Rastriya Janata Party (RJP) Nepal presidium coordinator Mahantha Thakur has said the party is ready to take part in the third-phase of local-level elections provided that the government implemented the three-point agreement that it signed with the Madhes-centric parties.

He expressed his hope that an atmosphere of election would be built if the government became serious towards the enforcement of past agreements.               

Addressing a programme organised to welcome new-comers to the party at Bishrampur of Bahudarmai Rural Municipality Saturday, leader Thakur sought the delineation of electoral constituencies on the basis of population, status of martyrs to those Madhesi killed during the Madhes agitation, treatment expense to the injured and the withdrawal of agitation-related cases, which according to him, would build an atmosphere for the party to participate in the election.

The RJP would join the election if the government could ensure that it decision would vital in the condition of lack of two-third majority for the amendment of the constitution, he added.

On the occasion, he took the opportunity to blame the government for pushing the Madhes back by investing less in the health and education sectors there.

Party spokesperson Bimal Shreewastav, leaders Neja Mudin Samani and Sashi Shanker Miya said that the party would not be taking part in the election in the existing situation.

25-       Japanese team contributes to forest restoration at Changunarayan

Changu (Bhaktapur), July 15: A team of 30 Japanese nationals that is presently on Nepal visit with a view to contributing to the conservation of World Heritage sites of religious, cultural and archeological importance here planted saplings of the Chaanp plant in the Changunarayan area.

A joint team from the Japan's Yokohama City University and Yamada Bee Company arrive in Nepal every year in July to join hands in the efforts to restore the Chaanp forest in the Changunarayan Temple area.

The team, with the help of locals, Saturday, planted 2,883 saplings in the Changu Community Forest adjoining to the temple area.

So far, over 10 thousand saplings of 13 species have been planted here since the 2071 BS with the help of locals, according to programme coordinator Balram Shrestha. RSS (Photo available)

26-       RJP gets recognition of a party

            Kathmandu, July 15: The Election Commission has recognised the Rastriya Janata Party Nepal as a political party. Six different Tarai-Madhes-centric political parties had merged to form the RJPN.

            A meeting of the Election Commission chaired by Chief Election Commissioner Dr. Ayodhee Prasad Yadav on Saturday took a decision to this effect.

            Election Commissioner Narendra Dahal said that a meeting of the commission gave recognition to the ' Rastriya Janata Party Nepal' as a political party, acting on an application registered by the RJPN seeking its recognition as a political party.

            Dahal however said that no decision has been taken to assign an election symbol to the RJPN.

            Similarly, the meeting has registered five political parties. The newly-registered parties are the Sajha Party led by journalist Rabindra Mishra, the Sanghiya Khumbuwan Loktantrik Party Nepal, the Nepali Shanti Kshetra Parishad, the Dalit-Muslim Janashakti Party and the Nepali Congress (BP). 27-       Implementation of 'Clean Feed Policy' delayed     

Kathmandu, July 15: The Ministry of Information and Communications has made it clear it is not enforcing the 'clean feed policy' in the telecast of foreign television channels shortly.

Ministry Spokesperson and  Joint Secretary Ram Chandra Dhakal said that the decision to implement the 'clean feed policy' (not giving advertisements in programmes of foreign-paid television channels) from July 16 or tomorrow had been withheld  as  some works were yet to be completed to bring the policy into practice.

The Ministry earlier decided to implement this policy from July 16 in the broadcasting of foreign TV channels taking place in Nepal by taking downlink permission.  

However, Nepal Cable Television Federation, Federation of Nepal Cable Television Entrepreneur and Dish Home Nepal have demanded the government to withdraw the decision as it as they claimed against the constitution and the National Broadcasting Act – 2049 BS. They had been warning to shutdown the broadcasting of all television channels if the decision was enforced from July 16. RSS

28-       Lalitpur Metropolis' proposed budget is Rs 3.23 billion

            Lalitpur, July 15: The Lalitpur Metropolitan City's proposed budget for Fiscal Year 2017/18 is three billion 229 million 110 thousand rupees.

            Mayor Chiribabu Maharjan shared this at the programme to make public the policy, programmes and budget for fiscal year 2017/18 here today.

            According to him, Rs 431.287 million (13.35) per cent has been allocated towards recurrent expenditure while Rs 2.797 billion (86.65 per cent) towards capital expenditure.

            The town council has estimated the internal income to be Rs 1.22 billion including Rs 1.16 billion through internal sources and Rs 60 million from revenue.

            Mayor Maharjan said the programme has been made with priority given to improvement of public service delivery. "The budget lays stress on sustainable urban infrastructure development and promotion of alternative energy. It has prioritised on children, women, environment and culture promotion," he elucidated. 29-       11 DIGs recommended for AIG appointment, 15 for DIG

Kathmandu, July 15:   The Ministry of Home Affairs has recommended the names of 11 Deputy Inspectors of Police (DIGs) of Nepal Police for the promotion to the post of Additional Inspector General of Police (AIG)

The meeting of the Promotion Recommendation Committee under the Ministry Friday recommended the names of Bam Bahadur Bhandari, Jay Bahadur Chand , Devendra Subedi, Pashupati Upadhyay, Keshariraj Ghimire, Madhav Prasad Joshi, Bijay Lal Kayastha, Kamal Singh Bam, Mingmar Lama, Ran Bahadur Chand and Bijay Kumar Bhattarai for the promotion, according to the Ministry.   

Likewise, the same meeting has recommended 15 Senior Superintendents of Police (SSPs) for the promotion to the DIG post. Those recommended are Sarbendra Khanal, Ramesh Prasad Kharel, Pushkar Karki, Uttam Karki, Bhog Bahadur Thapa, Puskal Raj Regmi, Pawan Prasad Kharel, Chhabilal Joshi, Manoj Neupane, Gyan Bikram Shah, Thule Rai, Sharad Chand, Dheeru Basnet, Pushpa Chandra Ranjit and Suresh Bikram Shah. 30-       Army Chief returns home after visits to UN, UK

Kathmandu, July 15:  Chief of Army Staff (CoAS) Rajendra Chhetri returned home Saturday after taking part in the second Chiefs of Defence Conference of Troops Contributing Countries (TCC) held on July 7 in the United Nations (UN) Headquarters, New York, USA. 

            After the Conference, the Army Chief visited the United Kingdom (UK) at the official invitation of General Sir Nicholas Patrick Carter, Chief of the General Staff of the UK Army, the Nepalese Army said in a statement. 

During his New York trip, the Army Chief had separate meetings with Under Secretary General of Directorate of Peace Keeping Operation, Military Advisor of the Secretary- General and Force Commander for the UN peacekeeping mission for Congo and South Sudan. 

Likewise, during his UK visit, he had separate meetings with the UK Army Chief, Air Chief Marshal Sir Stuart Peach, Lieutenant General Nicholas Pope and Gurkha Brigade's Colonel Commander and acquired information of modernization process going on in the UK army.  He had also visited the UK army units including the 19 Regiment Royal Artillery.  

Chief of General Staff Baldev Raj Mahat welcomed the Army Chief upon his arrival at Tribhuvan International Airport, while the NA contingent offered a guard of honour.

The NA hopes that such high-level visits would help further strengthen the bilateral ties with the neighbouring countries and military relations with the UN and UK army. RSS

31-       KMC approves Rs 10 billion buget for new fiscal year

            Kathmandu, July 15: The Kathmandu Metropolitan City has approved a budget of Rs 10.78 billion for the fiscal year 2017/18.

            KMC stated that this budget has been approved from the Finance Bill unanimously by the KMC town assembly held today.

The KMC has estimated income of Rs 4.36 billion under internal income tax, Rs 2.12 billion under the non-tax income and Rs 3.16 billion under the internal income grants.

The bill also states that the collection of vehicles tax will be made more effective in coordination with the Office of Transport Management.

Likewise, entertainment tax has been placed in the new area of tax. RSS
